BISP Kafaalat Program for Transgender Persons – Full Guide to Eligibility & Application Process

To ensure social inclusion and equal support, the Government of Pakistan has now made transgender individuals eligible for financial assistance under the Benazir Income Support Programme (BISP). Under this program, transgender individuals are entitled to receive Rs. 13,500 every quarter to help cover their essential living expenses.

Who is Eligible?

To apply and qualify for the BISP Kafaalat Program, transgender individuals must fulfill the following conditions:

  • Possess a Valid CNIC from NADRA
  • The CNIC must clearly state the gender as “Transgender” or “Khawaja Sira”.
  • Complete NSER Registration Survey
  • Visit the nearest Benazir Registration Center (BRC) and complete the National Socio-Economic Registry (NSER) survey.
  • PMT Score Requirement
  • The applicant’s Proxy Means Test (PMT) score should fall within the BISP eligibility threshold. For transgender applicants, the score threshold is relaxed to ensure inclusivity.

Step-by-Step Application Process

1. Get a Transgender CNIC

Go to the closest NADRA office to apply for a new CNIC or update your existing one to indicate your transgender identity.

Documents Required:

  • Birth certificate or B-form (if available)
  • Proof of address (utility bill or domicile)
  • Two passport-size photographs
  • Note: If your CNIC is lost or expired, it must be renewed first.

2. Visit the BISP Tehsil Office

Go to the closest BISP Tehsil Office or Benazir Registration Center. You can find locations on the official website www.bisp.gov.pk or call the BISP Helpline: 0800-26477.

3. Complete the NSER Survey

Provide details about:

  • Household size
  • Income level
  • Living conditions
  • For transgender applicants, PMT score requirements are relaxed, increasing the chances of approval.

4. Submit the Required Documents

  • Valid CNIC showing “Transgender” gender
  • Proof of residence
  • Active mobile number (in your name to receive SMS alerts from 8171)
  • (Optional) Income certificate or disability certificate if applicable

5. Data Verification

Your CNIC and NSER data will be verified through NADRA and BISP systems. If everything is accurate, you’ll be enrolled in the program.

6. Receive Confirmation Message

After your application is approved, you will get a confirmation SMS from 8171 with your eligibility status and payment information.

7. Collect Your Payment

You can withdraw the Rs. 13,500 quarterly payment through:

  • HBL or Bank Alfalah ATMs
  • BISP payment centers
  • Authorized retail outlets

Biometric verification (fingerprint scan) is required at the time of withdrawal.
